Hoydick, executive director of the Stratford Chamber of Commerce, had said she will give up her state seat if elected.
She faced Democrat Stephanie Philips and petitioning candidate Sandra J. Zalik, for the mayoral seat.
In a 9:30 p.m. victory speech, Hoydick said she and her supporters will "lead as a team."
Just after 9 p.m., Philips spoke to her supporters, saying the results didn't look promising.
"As the numbers are coming in, it’s pretty evident that we are going to come up short," she said. "It’s pretty obvious."
Current Mayor John Harkins decided not to seek re-election after eight years in office.
